Place chicken in the bottom of large slow cooker. In a medium bowl, whisk together soy sauce, honey, tomato paste, chili paste, garlic, and rice vinegar. Pour over chicken. Cover and cook on LOW for 4-5 hours or HIGH for 2-3 hours. If available, flip the chicken over once halfway through to coat both sides.
Once finished cooking, remove chicken onto a plate. Whisk in cornstarch, cover and cook on high for 15 minutes to thicken the sauce.
Meanwhile, use two forks to shred the chicken. Place back into the slow cooker, stir to coat. Serve over rice sprinkled with sesame seeds for garnish.
